DLT registration in India means registering your business as a Principal Entity on an operator's DLT portal, then registering your sender ID (header), your SMS templates and any links you plan to send. Without these records, commercial SMS does not go through. You need PAN, GST or incorporation proof and an authorisation letter, and approvals typically take a few days.

If you have ever had a bulk SMS campaign blocked, or been told "your template is not approved", you have met DLT. This guide explains DLT registration in India from the start: what it is, who needs it, the steps in order, the documents, the fee and how long it takes. It is the main guide in our series on SMS compliance, and each step links to a deeper article. If you want help with the set-up, Nexcomm's bulk SMS service includes DLT registration support, header approval and template submission. All the guides are collected under Compliance & Regulations.
What is DLT registration?
DLT stands for Distributed Ledger Technology. In India's telecom messaging system, DLT platforms are shared records, run by the telecom operators, in which senders register who they are, which sender IDs they use and what their messages say. TRAI's Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR) require commercial messages to go through registered headers and registered content templates, and operators check each message against those records before it is delivered.
So DLT is not a branding exercise. It is the permission layer between your message and the recipient's phone.
Who needs DLT registration?
Any business, organisation or person that sends commercial SMS in India through a bulk SMS provider: shops, schools, banks, clinics, e-commerce stores, political parties and agencies sending for clients. This includes OTP and order-update SMS as well as promotions. If you send only a few personal texts, it does not apply, but the regulations also cap how many messages an ordinary number may send each day.
What are the steps in DLT registration?
- Register as a Principal Entity (PE). Sign up on an operator DLT portal such as Jio, Airtel, Vi (Vilpower), SmartPing or Tata. Enter your business details, upload your documents and pay the one-time fee. After approval you receive a unique PE ID. See DLT registration for a proprietorship and DLT registration for a private limited company.
- Bind your telemarketer or aggregator. Log in and declare the SMS provider you use against your PE ID, so their platform can send on your behalf.
- Register headers (sender IDs). Apply for the brand name that will appear on recipients' phones and map it to your business. See SMS sender ID.
- Register content templates. Submit the exact message text, with variables where the content changes, and choose the right category. See transactional vs promotional SMS and DLT template variables.
- Whitelist links. Register any URL, APK or callback number that appears in your messages. See URL whitelisting on DLT.
- Load the IDs into your SMS platform. Add your PE ID, approved headers and template IDs to your provider's dashboard before you go live.
Which documents do you need?
- Proof of business identity: the organisation's PAN card, or the owner's PAN card for a sole proprietorship.
- Proof of address: a GST registration certificate, certificate of incorporation or shop and establishment certificate.
- Authorisation: a letter of authorisation on company letterhead, and an ID proof (Aadhaar or passport) of the authorised signatory.
- If applicable: an MSME certificate or TAN certificate.
The exact list depends on your business type and the operator. These are the documents Nexcomm's team asks for, so treat them as a checklist and confirm on the portal.
How much does DLT registration cost?
The operator portals charge a one-time registration fee. As of 25 October 2026, the figure Nexcomm works with is Rs 5,900 including GST on the Jio, Airtel, Vodafone Idea (Vilpower), SmartPing and Tata portals, and Rs 3,540 including GST on BSNL. This is the operator's fee, not a Nexcomm charge. Fees can change, so check the portal before you pay. Our guide to DLT registration charges goes through what is and is not included.
How long does DLT registration take?
Typically a few days. In our experience a Principal Entity ID arrives two to five days after you apply, and a header is approved in one to three days. Template approval has its own timeline, and rejections add time. These are typical figures, not promises, and they vary by operator. See how long DLT registration takes and what to do when a template is rejected.
What are the delivery rules after you register?
Registration gets you onto the platform. Delivery then depends on three checks. First, DLT scrubbing compares your recipient list with customers' blocked categories and consents. Second, the DND rules decide which categories a person has chosen not to receive. Third, your proof of consent decides whether you can message someone who has blocked promotions. All of it sits under the TCCCPR. Political parties and candidates have their own set-up questions, which we cover in DLT registration for political party sender IDs.

A worked example (hypothetical)
A coaching institute in Pune wants to send fee reminders and admission offers. This is an invented example. It registers as a Principal Entity using its PAN and shop and establishment certificate, binds its SMS provider, and registers one header with its brand name. It then submits two templates: a fee reminder with variables for the student name, amount and date, and an admission offer with a link. The offer link is whitelisted. The reminder template is approved first, and the offer template is returned for a missing opt-out line, which the institute adds and resubmits. The campaign goes live a few days after the first application, with every ID loaded into the provider's dashboard.
Common mistakes in DLT registration
- Starting a campaign before the templates are approved. Messages will not deliver.
- Mixing a promotion into a service message. It turns the whole message promotional.
- Using too many variables. The regulation allows three unless there is special justification.
- Forgetting to whitelist links. Messages with unregistered URLs can be blocked.
- Using one template with several headers. A template links to one header only.
- Not binding the provider. The platform cannot send on your behalf.
- Assuming registration equals consent. You still need permission to message people.
Frequently asked questions
Is DLT registration mandatory for bulk SMS in India?
Yes, for commercial messages. TRAI's regulations require senders to use registered headers and content templates, and operators check messages against them. Without registration your bulk SMS will not be delivered through the normal route.
What documents are needed for DLT registration?
A PAN card, an address proof such as a GST certificate, certificate of incorporation or shop and establishment certificate, and a letter of authorisation with the signatory's ID. An MSME or TAN certificate may be needed in some cases.
How much is the DLT registration fee?
As of 25 October 2026, Nexcomm works with Rs 5,900 including GST on most operator portals and Rs 3,540 including GST on BSNL. It is a one-time operator fee. Confirm the current figure on the portal before paying.
How long does DLT registration take?
Typically two to five days for the Principal Entity ID and one to three days for a header, with templates approved separately. Rejections and missing documents add time, and timelines vary by operator.
Can one DLT registration be used across operators?
Registration is done on an operator's portal. Check with your SMS provider how your records are used across networks before you assume anything, since practice differs.
